　さらに、HTML5の普及を推進するための2012年の重点施策としてサーマン氏が掲げるのが、Webを“使いこなす”人材育成プロジェクト「Web Maker」だ。

　Web Makerは、小中学生などがWebの仕組みを学び、HTML5などのオープンな規格を使ってコンテンツを作れるようにするためのプロジェクト。具体的には、ハッキング体験ツール「Hackasaurus」やHTML5の動画作成ツール「Popcorn」などを日米の教育機関に向けて広く提供していくことを目指す。

　Hackasaurusは、Webブラウザのブックマークレットとして動作し、任意のWebページ上の要素を自分の好きなように書き換えられる――というプログラム。例えばGoogleのトップページのロゴを好きな画像に置き換えるといった使い方が可能で、「子どもたちがWebの仕組みを理解するきっかけになるだろう」とサーマン氏は期待する。またPopcornは、任意の動画を基に字幕入りのHTML5のビデオを作れるというツール。学校教育用プログラムとしての利用などを期待しているという。
