戦艦長門においては――他の軍艦も同様であろうが――これら注排水部には艦内編制における工作長、掌工作長などの部署となっている。また応急指揮所や応急班待機所には運用長や掌運用長などが部署についていた。あとでも触れるがハードウエアとしての応急指揮所などは、ソフトウエアとしての艦内編制と連携しているのである。機械が分散しているから分散処理システムになるわけではない。重要なのはまさにシステムであるということだ。
